MT misses at high RPMs

Just purchased an MT. It runs fine at low to medium RPMs but misses under a small load at high RPMs. When it is missing I pull the choke out about 1/4 of the way and it runs fine.
What things should I be checking?

A tune up is always a good place to start. Then you might want to open the load needle a tad.

I have adjusted the load settting per the manual, it helped but didn't cure it.
It looks like a fresh tuneup, but I will start with that.

I had this last winter. I ended up going through the entire ignition system and replaced:
coil - The fireball one offered here at YT
on/off switch
all parts of the distributor
put in solid core plug wires
new plugs

I then timed the tractor with a timing light. I can't tell you what actually fixed my issue but somewhere in that tune up I got it right and my MT has been purring along since then.
