4650 hydralic issue

I am working on a 4650 p/s mfwd when cranking over to start ,front wheels will turn left or right on their own, and it wont crank fast enough to start , it has new starter and hot batteries, sometimes if you turn the steering wheel just right it will crank fine, am hoping for some ideas as to what is going on with this one. This "AR96625" de-stroker or the "RE13271" screw de-stroker to compensate for slight seepage and to reduce drag during winter starts.
There is a high pressure hydraulic system leak, possibly in the power steering.
Anything hydraulic added or connected to the tractor such as a loader?
