Carb/governor and timing adjustments on M, Mi

Having a big problem with my father in laws carburetor governor and timing adjustments. The tractor hasn't been running right and we're not sure if the timing is off the carburetor adjustments or the governor linkage needs to be adjusted but we don't know the proper procedure for governor adjustments. The tractor has a bucking action and a popping coming from the air cleaner housing please give help whats the proper way to set up the linkage for governor and a starting point for the carb
 
To time it hook your light to the front cylinder(1). With the engine running at full throttle you should see SPARK in the center of the timing window on the flywheel. At low idle it should be close to DC/TC.

Governor rod sets 1 & 1/2 to 2 rounds long and the carb rod sets the same amount short.

Like pert near everything else 1 & 1/2 rounds out is a good place to start on the carb load and idle screws.
 
what I really would like is maybe if someone has manual sm2001 could they get me the few pages emailed to me that pertain to the governor linkage and carb hook up that would be a big help.
