Governor Timing

I bought a running tractor for restoration. Cobbled together parts seem to keep coming up. I took the governor cover off and found this. The Impulse mark is lined up on the gear cover and the timing marks on the cam gear and governor are this. Should I assume they are 180 degrees out of time and the previous solution was to swap the plug wires? I am pulling the governor for a fan assembly rebuild. So I line the marks back up on the Impuluse timing marks?

The mag dive end of the gov shaft is a SLOT.

Whether the gov. shaft is as shown, or 180º from there, the SLOT will look the same to the mag.
 
Doesn't seem to be exactly 180 degrees off. From the photo I count 11 teeth in one direction and 12 in the other.
 
As long as the drive slot for mag or distributor is straight across when #1 piston is at tdc this mark can be 180 from the mark.
 
1) Far as I know, the governor to cam timing could be 180 out AND IT WOULDNT MAKE ANY DIFFERENCE (subject to Mag see below).

2) If the Mag is 180 out (which a plug wire swap would cure if a Wico X Mag) you can remove the mag and rotate it 180 and re install if you want to make it original where top cap tower is to left and bottom to right BUT THIS MAKES NO DIFFERENCE IF THE GOVENOR IS 180 OUT FROM WHERE IT SHOULD BE ON CAM, as the open female slot in end of governor shaft where mag mates is all the way across, i.e. 180 out still works.

3) Iffffffff the flywheel is on the correct spline and iffffffffff the cam to crank timing is correct,,,,,,,If the Flywheels Left Hand Impulse (LHI) is in the 3 o clock position lined up with a mark on the tractor, the left piston is at TDC, and ifffffffff the cam to governor gears are in time, THE OPEN FEMALE SLOT IN GOVENOR SHAFT END WHERE MAG DRIVE MATES SHOULD BE FLAT HORIZONTAL FORE AND AFT.

CONCLUSION its my belief so long as the open female slot in the governor shaft end is flat horizontal for and aft when Flywheels LHI is at 3 o clock and left piston is at TDC (and all else is in time) IT MAKES NO DIFFERENCE IF GOVENOR IS 180 OUT TO CAM........

So is this correct or not NO WARRANTY its early and this isn't my best area, please correct me if this is wrong!!!!!!!!!!!!!!!!!!!!

As long as U got it down, why not put it together right? It's not that much work. Did U remember to take the mag off before U removed the gear cover? Is this a Model H?
 
Mag slot is horizonal. Top plug wire running to the right. It's a B and no I didn't remove the mag before taking off the cover. Should I?
 
BIG thing is that the mag is OFF before putting the cover on the LH side of the governor 'cuz if the shaft has moved left enough to disengage from the mag drive tangs, thing will get ugly when the cover pushes the shaft back right, if the tangs and slot don't engage.
