Because the there is a large volume of air under significant pressure in the crankcase.

How many hours?
What type and viscosity of oil?
Has somebody used ether on this engine?
Has an air filter or any portion of the intake system failed and "dusted" the engine?
Any colour or odor to the blowby?
What was the tractor status while the blowby was noticed?
