higher rpm stumble

my 1520 with the 164 gas engine runs very well at PTO speed (2000) but lately it stumbles a bit if I under load and increase rpm to 2300 or so after 10 seconds or so it will smooth out. Is there a way to tell if its either carburetor or distrubutor is the culprit?

I did full tune up last winter and its run well since then with much easier starting, it still points system
 
As to the ignition system, if you have a timing light, verify that timing advances smoothly with speed up to factory "spec".
 
You might have a slightly plugged fuel filter. At high rpm and under load is calling for maximum fuel delivery.
 
Has brand new fuel filter - is there a power valve in the carburetor for acceleration? yes I think it starving for fuel. If it was the distributor I didnt think it would clear its self but continue to stumble but it does smooth right out in about 10 seconds and will continue to pull hard at the higher rpm (short stints of really heavy wet material with the bush hog)
