Follow-up on shellac used to seal hydraulic pumps

Thanks to all for the really helpful replies. It does appear that it is indeed leaking, but it is NOT coming from the mating surfaces, it is coming from the ends of the shaft--fore and aft. How do I know if I am putting the seals in correctly? Apparently the shop I sent it to didn't know. Thanks again to all for the helpful replies. Hugh
 

There are two seals on each end of the shaft. First seal goes with lip in second seal goes with lip out. There is a spacer between the seals on the side towards the governor.

You might lightly coat the outer seal surface with non-hardening Permatex.
Sometines the bore is scored removing the old seals.
