4020 Throw Out bearing

On my synchro Late model 4020 the throw out bearing keeps spinning when clutch is engaged. The clutch was replaced, according to the owner, before I bought the tractor. I've adjusted the pedal substantially trying to get the bearing not to spin but the freeplay is way out of spec when the bearing no longer spins. There isn't much pressure on it, but the fingers are catching it just enough to keep it spinning. Is it possible that the fingers aren't adjusted properly causing this or they reused the pressure plate which might allow too much pin play due to wear? The clutch engages and holds fine but I don't think the bearing will last a long time like that. Looking to fix it this winter and looking for some thoughts before I get into it. Rear main is leaking so going to fix it all while I'm in there.
Thanks for you thoughts.

You can reach into the access hole beneath the clutch housing to adjust the fingers.
Not easy or accurate but possible just to get you by til more permanent repairs can be made.

Thanks Jim and D. I thought the fingers might have been the issue just wanted to make sure before I split it.
