If it has a thick gray gum about a 3/4" thick in the bottom (and I have seen it thicker) the only way of getting it clean is splitting and steam cleaning to get it out of the nooks and crannnys,,you can pour 500 gallons of kerosine or what ever down and out and it "still" will not get it clean...

I have removed rockshaft and shifter covers and pumped/sprayed diesel fuel to remove some material. Had one tractor that I ended up replacing the front resevoir tank as I couldn't get it clean. Ran one on a 50/50 mix of hygard and diesel fuel for short time. Like Tim S said often disassembly is the most effective way. Don't forget to pull axles to clean out brake areas.

Holy cow ! 3/4" or more of thick gray gum ?

Yea and I bet they said JD designed it bad that's why it quit ! LOL.
