I have a 1961 4010 that the steering and brakes have been coming and going now I have no steering at all. Is there a way to drain or clear the priority valve?

Do any of the other hyd's operate? How long since hyd filter was changed and trans sump screen checked/cleaned? Have you ever checked stand-by pressure? Stand by should be 2250 psi
