430 not running right

my 430 is hard to start ( sometimes it will flood or run battery dead)it also will not idle very low without stalling and also i only have about 1500 rpms at full throttle unless i hold up on the lever past its natural stopping point. i have not yet looked at the points but i am tonight. i dont know if i have a governor prob or a carb prob or both. i am under the impression that i have to keep the air cleaner installed to get a proper running condition which makes it hard to adj carb and governor. can i disconnect governor and adj carb seperatly or do i need to hook it all back up each time before i start it. any tips on adjusting carb and governor??
 
you do not need the air cleaner installed to make carb adjustments, however ....

trying to adjust a plugged jet, lazy float, leaky inlet needle carb without fixing these things first is a waste of time.

Get your carb OK, then follow the SM procedure for governor linkage adjustments, then install your air cleaner, and then fiddle with idle and load settings.
 
Set the governor rod 1 & 1/2 to 2 rounds long and set the carb rod 1 & 1/2 to 2 rounds short. Don't touch either rod after that.

You need a fresh tune up including setting the timing before you try adjusting the load or idle screws on the carb. SPARK should be centered in the timing window at full throttle with the front cylinder firing.
 
I took apart the carb last night and surprised this thing could even run at all. It was bad! There"s actual rust on the walls of the float bowl, since it"s all cast iron I was thinking about media blasting the housing before rebuild. I will check timing and points and stuff but this had to be the main contributor to all my symptoms!
