Float and solenoid problem

I have a john deere 1020 and I think it has a feul shut off solenoid problem and a float problem now we cleaned out the carb extremely we'll many times and left it out to soak for a day and the float is still stiff and sprays gas everywhere when we go to start it and when it doese start it doese not idle up and dies and feels like the carb isn't tuned (though we tuned it as we'll) and we hooked battery charger up to solenoid and it won't shoot feul shutoff needle out and have no idea what is needed to be done now please help
