H Rear Rims Rusty

Here is the story today. Original tires have been cut off the 41 H and one the rims has rust around the valve stem hole. The hole is still round but bad pitting and I can see daylight around the edges of the hole so I know it is bad.

Want to get the new tires on but think this needs to be repaired. What is the best way to repair this type of situation.

All suggestions welcome, I do not want to do this again anytime soon.

Weld the right size steel washer inside the rim over hole (it may have to be bent some) and smooth it out with bondo so tube has a better transition over the hole. Fill the outside with bondo if necessary. Might be tacky, but I have repaired some rims this way
 
Sandblast rims to get rid of all rust. I have used 16 ga. sheetmetal and fashioned a patch to fit on the inside of the rim and brazed it in place. smooth the braze on the inside, fill the outside around the hole with bondo and sand smooth. It will be almost undetectable to the naked eye. I have fixed several this way and they all held up fine. Sandblasting will make sure there are no other weak spots on the rim.
 
I would blast the rim, weld the hole shut, re-drill and paint the inside with a paint or some folks use bed liner spray.
