Dubuque (40,420,320,etc) belt pulley question

I bought a belt pulley attachment which had suffered from weather exposure (rust). In working it to operateable condition, I finally tried slipping the belt pulley housing onto the PTO stub. Got it only on maybe an 1/8".
More wire brushing, needle scaler, sanding, etc on the pulley housing - gained a little, but it's still 3/4" from slipping on all the way.
The SM makes no mention of any special handing to attach.

Are these mating surfaces tapered?

Any suggestions?
Experience with putting it on AND off?
 
Sometimes it is the paint on you tractor's stub shaft or rear transmission cover that gets in the way. . . Ive had PTO Covers as well as belt pulleys that are difficult to get on because the pulley or cover has to slide over the splines AND over the cast pto portion on the rear of the tractor. You might be able to see scuff marks on that area of the tractor if that is what is holding you up.
 
There is in essence 0 clearence between the 2 surfaces. 100 per cent metel 2 metal and no lub. When clean i have found KEROSENE as a lub for moving works best . Cleanliness is your best LUB.
