leaking seal??

Started to adjust the PTO clutch on a JD 60 but when I removed the oil filler plug so I could drain and unbolt the unit, oil poured out--about 1/2 gallon. Sometime on this forum I remember reading that this is probably due to a leaking seal between the transmission and the PTO unit. Is this the probable cause? Also, just remembered, I did not check the oil level for the transmission to see if it is down. Tomorrow?? Thanks.
 
Yes. When the seal leaks gear oil is pumped into the pto assembly. Gear oil is too slick for the clutches to hold properly causing the clutch to burn up.
