40 slant dash A speed

I'm looking at buying a 1940 slant dash A. I'm wondering did that year have a transmission with 12mph road gear. It is a hand start tractor with the rounded flat top fenders. Sheet metal looks to be in good shape with newer paint. Rear tires hold air but have weather checking and are loaded. Any idea what a fair price if it is in running condition with ok transmission?

My book says it is a 4-speed, with a top speed of:

6.25 MPH....

The fastest A with factory tire size & correctly set high idle
speed is 11 mph.

My A is a 40 with the 4 speed (2 speed with hi-lo). I don't think I've ever gotten it over 8mph based on travel times/distances and what people behind me have said was registering on their speedometer. Supposedly it will do 11 or 12 mph according to some books but ?????
