60 holes in cylinders

Ok, don't want to be a pest but replacing head gasket on 56 model 60 and peering in the bore, see a small hole on the bottom side of both cylinders. What's the purpose?
 
Theres a plug in the bottom of the block that can be removed and a petcock added to release compression for easier cranklng

This would be the time to add petcocks to your tractor. Great entertainment at shows or around friends and family. Takes most people by surprise when a tractor starts up with the compression reduced.
