Pulley Brake lining

Is is possible to rivet on a new pulley brake lining without removing the arm assembly? I want to go back original and not use the clip on.
 
I've riveted on new linings in my past though NOT without removing the arm.

I rather like riveting a new one on OVER the old worn lining because the old lining has worn in a manner that matches how the arm is presented to the pulley face through the decades of wear. It's not a lot different from re-shimming the babbited rod caps for journal wear. It makes the wearing face of the new lining match rather nicely against the pulley. I had to use some longer rivets.

Seems (on mine) to fit better than the slip in & hammer it clip on brake lining. I cleaned the old with solvent, wire brush and air and seriously roughened it up then slathered some epoxy (like JB weld) on the pulley face of the old lining & quickly riveted 'em in place.
 
I have done it, I made myself a small flat iron with a nub welded on the end to hold the rivet in on the pulley side. Have someone hold on to the end of the iron that sticks out and hold the clutch lever back to keep everything tight while you round over the rivet.
