Are they double acting? The clynder on mine needs weight on them to lower equipment does not pull the cylynder in Is there a adjustment?
 
They are double acting; it sounds as if your valves are set for single acting, though. There is an adjustment to the power-trol valve to be made.

The best way is to purchase a manual for your tractor- it will describe it in there. Maybe someone can post the procedure here, but having the pictures in the manual sure helps.
 
Unsure of the 70 but on my 44 A for me to get a double acting cylinder to work I had to screw in the screw that's on the left side of p/t. It has a cap on it. Worked for me.
 
If using the original Deere hose couplings and ports out the rear, yes fully double acting.

If for convenience quick connect couplings were installed where normally the two pipe plugs are installed in the right side of the unit, then it is only single acting UNLESS a special "valved" plug is installed in one Deere hose port. Not sure right now which. Those pipe plugs were there to fill "machining holes". They were not originally designed for use as hose connection ports.

When using these pipe plug holes, the rockshaft is first raised & when at the end of its stroke only then will the remote operate unless teh remote load is very minimal. Also the rockshaft cylinder is then under the pressure of shock loads created by weights bouncing on the remote cylinder. I replaced several rockshaft cylinder piston cups and gaskets before I realized what kept causing them to fail.

I plumbed a pair of hoses to a disconnect bracket and fed these hoses out the Deere ports in the rear. Have not removed a rockshaft housing for a hydraulic problem in 30+ years. Same thing with 2 early styled A's!

Have yet to regret it!
