John Deere 650 troubles

My brother in law has a 650 he uses for mowing, gardening and what not. This year the tractor has an issue I can't seem to solve. It will not turn over with the starter. It will pull and run but the starter just will not operate. Took the starter off and bench tested it and it runs and operates just like normal. Re-install and nothing. I think he has a dead short that doesn't allow the starter to run. I can't seem to find it. Thinking it was the neutral safety on the transmission or the pto maybe. Not 100% sure. Have yet to test these to verify. Any thoughts? I'm not able to get there and give him a pull start every day and he uses it quite regularly. I really would like to get this working right so we don't have to either.
 
Have you tried to bypass jump it at the starter ?
Make sure it is in neutral and use a jumper wire or screw driver or whatever to go from the large battery cable post to the small solenoid terminal.
If this works it will tell you the problem lies in the key switch or its wiring.
For some reason I seem to remember a recall on our 750 ? maybe about a connector in the wiring harness leading to the starter ?
