JD 40 Slow PTO

I have been mowing fields for a few days in a row. When I got on the tractor today, the brush hog didn"t seem to have any power. Wouldn"t mow anything. Could a slipping clutch cause this on the 40? or is there an adjustment I"m not seeing in the service manual. The tractor seems to drive fine at normal speeds and the clutch doesn"t seem to be slipping when driving.
 
I'm thinking along same lines as TJ.
If tractor clutch were slipping the tractor would slow down also.
Then again cutter slip clutches usually ruat where they won't slip. Perhaps yours does not set outside.
