New 430 owner help

I acquired a 1989 430 tractor for a fair price and an now attempting to fixed any issues I find. I'm looking for any help I can get. Below are my issues I have found so far. Thanks for any help !!

-Super sloppy steering!!
-Oil drips from the overflow tube. (Not sure what the tube is called, is this normal?)
-Coolant drips from overflow tube ( is this normal?)
-Parking brake barely stays engaged
-Mower deck wheel adjustment? (I read the deck wheels should not touch the ground when mowing unless to prevent scalping, mine seem to far down but I don't have any spacers or room to raise them?)
-Mower deck needs leveling
-Mower deck wheels dig into ground in reverse
-How do I raise the 3pt hitch?
 
It would appear that some slob lost the operator's manual. The good news of that a call to 1-800-522-7448 will replace it and even a service manual.

It sounds like nothing was adjusted or maintained and she was just driven ?

Thanks for the links but do the "leaks" sound normal? It's a few drops every couple minutes.

It could vary from just the cooling system being over filled and condensation in the crankcase from sitting . To an engine that is ruined but still running. Given the age,the described condition and operational problems. I would hope for the best and prepare for the worst.
It took me a long time to learn to not "save money "by purchasing bargains.

I'm hoping its nothing major, it runs very nicely, fires up right away sounds great. Guess I'll fix what needs fixing and use it till it dies. Thanks
