1978 John Deere 2040 brake question

Hi, I appreciate any help! thanks in advance!
Saturday I pressed the brakes on my tractor and
they didn"t work. The pistons depressed all the
way in and didn"t return. Since the pistons were
depressed all the way in, the brakes really should
have been locked but weren"t. I used channel
locks to pull the pistons back to normal position.
Even though they were back out, they didn"t feel
like they had any pressure. What would cause this
to happen? Would bleeding the brakes help possibly
or what do I need to try to do?
 

Bleeding the brakes would be the place to start. Do tractor hyd's operate properly? You could remove RH footrest then remove plug(parts key#5) to check hyd oil level. Hyd oil is supplied to brake via a tiny hole in trans case.
