Govenor difference in b's

Just wondering how much difference there is in the governor in the early styled B's (60000-95999) and the next models (96000-201000). Trying to find a service manual for the 60000 models has proven unfruitful. I need to pull the governor shaft out (it doesn't work) and I have the manual for 96000 and up.
Any and all helpful pointers would be greatly welcome.

Book says high idle is 1340 & 1370 so basically nothing.
Unstyled is less though.

I wasn't able to remove the governor shaft all the way but got it pulled out far enough to see that the weights were missing (might be why it didn't work). I found them jammed in a hole in the block and using a trusty coat hanger was able to fish them out. They are a bit banged up and the holes are worn pretty bad. They seem hard to come by so I will try and fix what I have. Any suggestions would be welcome. Anyone ever have the weights come off?
