help getting a friends B run better

My buddy's late model B runs nicely, however it races up in rpms while just sitting there idling. However, normally when this happens on a tractor, you see the arm connected to the throttle flap in the carb surge with the rpm increase, where as his will surge in rpms and the throttle arm doesn't move... Just wondering what some suggestions would be to look for when we take the carb off. Thanks

The throttle plate shaft has come loose from the control arm that the throttle rod hooks to. Get a carb rebuild kit and use all the parts that come with it. You can get a kit from this site. Click on Tractor Parts at the top of this page.
 
Agreeing with governor issue primarily, but you can correct a loose throttle shaft in the carb with new bushings and check that the throttle plate is not binding in the throat because it's not being held properly vertically while you have the carb off. As to the governor, you may have only one weight or both weights damaged such that their mass is not sufficient to work as expected. Many other things to check in the governor as well once the carb has a clean bill of health.
 
Or the length of the rod between the gov and carb or the arm adjustment, if that is the case rather than the link adjustment.
 
The governor moves the throttle arm so if it isn't moving and the engine is surging the throttle plate inside and the shaft it is attached to has to be moving on the arm.
 
True - good point. I was thinking if it revved for whatever reason the governor would move the throttle lever to try to close it down - but if it's already fully closed, I guess you wouldn't see it move.
