Help putting new rock shaft back in on 2750

Need help. Removed old rock shaft bushings and seals put back new bushings and seals but the new rock shaft will not go back through the hole. Am I missing a step here. There's something in the middle that is holding it up?!!!

Put L/D lever under seat in minimum or (D) so pin(parts key #16) can move forward. If shaft still won't slide in then back bolt(parts key #1 or 17) off a couple of rounds(CCW)
