H Clutch operation

I"ve made some good progress in the little H im restoring. Im close to ready to start it up, there are a few loose ends to complete. But the clutch operation bothers me. I"ve never operated an old Deere (YET) but I assume that when you engage the clutch, "trans in any gear" the axle"s should spin freely! That"s not the case here, the axle feels as if the clutch is not engaged. Feels like its up against the compression of the motor via the trans being in gear. Its still up on blocks with no rear wheels on yet. (Got to go through the breaks next) Could it be that when complete, the weight of the tractor when the wheels are installed sitting on the ground is enough tork or drag to let the clutch operation work properly? As opposed to twisting the axle by hand when on blocks. The clutch seams to engage and pop out (disengage) properly. Any thoughts?
 
You won't be able to spin those axles with the wheels off and clutch lever engaged. You are turning the transmission, rear end and the crankshaft with the pistons against compression.
