HELP!! 1020 won't start

I am in desperate need of some advise. Last year my 1020 3 cylinder gas quit on me. I"ve tuned it up, put on a new carb, had the head rebuilt, adjusted the valves. It is getting fire. It is in time. For tge life of me cannot figure out why it won"t start. Any help is appreciated
 
After you've cranked it awhile with the choke closed - try pulling out a spark plug and see if it's wet. If it IS, you probably has weak spark. If it's dry - you've got a fuel problem. Have you checked spark by putting a plug one of the plug-wires, breaking off the ground electrode, grounding the plug, and then cranking? Ought to be a bright blue spark jumping that 1/4" gap. If not, there's not enough to fire under compression in an air/fuel mixture.
 
Does it still have that electric jet in the bottom of the carb? Mine went bad and I replaced it with a manual one 25 years or more ago.
 
The plugs are dry. It is getting plenty of fuel. The new carb came with the screw type needle where the solenoid went. I've opened it and closed it. It acts like it's not getting gas. I'm just at a loss

I see a big problem if # 1 @ 3 are correct then # 2 is wrong. Four things will cause # 2. A) Either the fuel line to the carb is plugged , B)float is stuck not opening to allow fuel in to carb, C) no vacuum to pull fuel in to engine or D) the air intake to the carb is plugged. I) pull the plug on the bottom of the carb..If you have good fuel supply then A @ B are okay. II) Take hose off carb and place hand over opening.. if it has strong vacuum, valve train and rings are good and engine should start or plugs will be wet, no vacuum is a sign off valve train or rings problem, III) if I and II past test then air cleaner is plugged. Plain and simple, it won't run on dry plugs. That's my take on the problem..
