JD 2240 PTO problem

I am looking at a 2240 to buy.. It has a PTO problem. The PTO lever on the right side below the seat is kinda hard to move, but will travel the full length and will engage or disengage the PTO (forward on, back off) . The center lever you pull up on has no effect on the PTO operation, i.e. the PTO is entirely dependent on the right hand lever regardless of the center consol level position (up or down).. The center lever has full travel and you can feel some gears meshing but nothing changes. Only the right lever below the seat will engage the PTO. I'm thinking that the center lever is not fully disengaging like it is supposed to.

The tractor was split and clutch/transmission work was done 3 yrs ago by a good mechanic and inspected for other problems which were fixed. The owner says the center console switch worked last year when he used it to bale hay..

Any ideas if this is an easy (possibly) fix??
 
1st the pto disconnect lever is on the LH side by operators left heel while sitting in the seat.
2nd the pto control lever between the 2 gearshift levers only shifts a hyd valve but no gears. It's possible lever(parts key #18 &/or #14) isn't engaged correctly in control valve spool(parts key #13 2nd photo). Repair could be as simple as R&R of cover(parts key #10 1st photo) to align lever correctly into actuator.

The PTO shift is on the left hand side next to the left foot as you are on the seat. It works but the lever is hard to shift by hand--harder than other 2240's I have tried, but it works--it turns thePTO on and off as you would expect--just shifts hard. The PTO is driving, not free spinning.

Do you think the PTO shift lever by the left foot has a problem due to hard shifting? How would I adjust the shift so it works easier? It sounds like the owner left the PTO lever forward all the time and used the center console switch to operate the PTO if I am understanding him correctly.

Sorry for the open ended question.

Controlling hyd ind pto with the lever between gearshift levers is the way that pto was designed to operate. Hard shifting of disconnect lever indicates the splines are damaged.

I got the PTO manual lever (by the left foot) to move easily--just needed to be worked a bit.

According to the manual, using the continuous PTO mode; when you engage the manual continous PTO lever forward (by the left foot) The PTO runs. When you depress the clutch 1/2 way down the transmission is supposed to disengage, but the PTO continues to run. With the clutch fully depressed, this is supposed to disengage the PTO as well. On this tractor The PTO won't disengage when the clutch is fully depressed and you are running the PTO. The PTO lever will easily turn the PTO on and off, but there is no change with using the clutch.

Any ideas where to start looking for solutions?

What JD called "continuous pto" was controlled as you stated by a dual stage foot clutch. You stated the 2240 you were looking at had a pto control lever between gearshift levers which JD called "hyd ind pto" and is controlled by lever between gearshift levers. As I previously stated if lever between the 2 gearshift levers won't control pto then something is wrong with control valve or possibly disc's in hyd pto clutch are warped.
 
Ok so maybe I misunderstood. I was thinking that I could
operate this tractor with EITHER continuous OR independent
PTO. I think maybe I was wrong and that I have only one type,
which in my case would be the independent PTO, since I have the
center hydraulic independent pTO lever along with the manual
PTO lever by the left foot. So pressing the clutch will not
disengage the PTO on my type of PTO tractor--right?
