Adjusting Zenith Carb

The Zenith Carb on my 4020 is idling way to high. I disconnected the linkage thinking this was causing it to idle high, but it is still idling too high and seems to be running rich as it is backfiring. There are only two adjusting screws I see, one is the load adjustment and the other is the idle adjustment although neither one seems to slow the rpm. I have seen two different number of turns for each screw varying with sources. Any ideas on what to do?
 
Isn't there an adjustable screw for the throttle stop in the throttle shaft lever ?

Should be ? but this won't effect running black or backfiring.
 
Yes, there is. Ijust obbed this part from another tractor I had that had a Zenith Carb. Apparently it will idle fast unless the shaft is moved physically backed. I think all I have to do is adjust the idle, load and install the linkage.
