I'm back on the 4455. Talked to a fellow locally about the problem and he suggested the transport modulation valve. I warmed the oil and drove the tractor today and made some checks. Changed the filters, they looked clean. I dropped the oil and removed the sump strainer, and was as clean as I have seen. My gear indicator needle is broke, so I marked it with a sharpey at 12th gear. I can kill the engine with the brakes up to 12th. Above 12th another story. I made these test at lower engine speed. Also checked system pressure on clutch valve side. Was 165 at low idle and got close to 200 at full throttle. The high pressure standby was 2400psi. Have you seen the modulating valve cause this problem before?
 
No I have not seen that cause it,, I"m still thinking C2 clutch is failing, here is a picture of the components that are engaged in each speed, it will help you narrow your search down a bit, as you can see C2 is used in the 12-15, but also in,1-3, the clutch may hold fair to good in the lower speeds but slip in the higher speeds.
