Bought this tractor not running. Steering moved a year ago. Started working on it. Still not running yet cannot turn wheel. Could it be air in system?

To steer a non-running 3020 requires tractor to be moving to steer very easy. Trying to steer sitting still requires a lot of strength.

If you're trying to turn it one particular direction, it MAY be that you are at the end of the PS control unit's stroke. That is the piston may be at the end of the cylendar for the direction you're wanting to turn the wheels. If that's the case, it won't steer until you have enough hydraulic pressure to start the "self centering operation".
