37 ar/ao governor weights

working on governor of 37 ar/ao, the weights look to have rubbed against something inside housing. How does this happen, and can it be prevented in the future. I need to replace weights and don"t want this to happen again. Thanks folks

I think it happens from overspeed going down a hill or a foot on the gov. arm. I've seen several that way and never had a problem reusing them.
