If it is the return line plugging it will smoke white smoke like crazy. It is a good place to start. If you take the fuel cap off you can see the fuel pouring back into the tank. It usually sounds better at low idle and as you rev it up you are using up all the extra fuel and it sounds good until your at the top using less fuel building up more back pressure. Does it have the new style glass fuel filter or the old ones. What does the smoke look like coming out of it? The metal line that goes over the tank can get bent/pinched off also.

it has old style filters, not sure about the color of smoke he never did say. he did take off the return line at the pump he said there was some small black pieces there, said he didn't see the ball or spring in there so maybe someone had taken it out already & is time for the rebuild?

Some times there is a fitting "in" the fitting that needs taken off,, the very first one out of the pump is the one the check valve is in...
