855 3 point hitch won't go down

My 855 3 point hitch will not go down after the rear pto has been strained. It has happened 3 times in five years. The first two times I removed and then put back the Lowering Check Valve and it started working. This last time it did not fix it. I then put a brand new Lowering Check Valve in but it did not work either. I do not know what to do next.
 
What do you mean, rear pto strained? Is the hitch rate-of-drop valve that's located under the seat turned CCW to the open position?
 
When I use my tiller, and it has a slip clutch, gets in hard dirt. When I use my rotary cutter, it has a shear bolt, in heavy fescue. I can hear the engine pull down. Then the 3 point hitch will not go down, up works fine.

The first time it happened, I was tilling and the slip clutch did not slip (it had been a while since I used it and it was stuck together) and the tractor almost died when I hit a root. I got it out of the root, raised it up and it would not go back down.
 
I checked in my JD 855 tech manual, but there's no quick and easy troubleshooting section. If you have a good JD dealer, you might be able to get some help for a do-it-yourself repair job by talking to a technicin there. Considering the cleanliness required and the complexity of this integrated hydrostatic transaxle/brake/dual pto/hydraulic/rockshaft system, you might be better off to leave the tractor at the JD shop and have then take care of the problem.
