Right bearing on countershaft

I am working on the transmission for a JD50 and replaced the
right hand bearing on the countershaft. In the service manual it
states to push the bearing to the shoulder of the countershaft,if
I do it will come in contact with the thrust washer the shoulder
sits under the washer. Nothing is holding the washer out.
Should I push the bearing until it contacts the washer or
should I push the bearing up to the washer but still allow the
washer to spin?I remember the washer spinning I should have
taken more note of where it was on the shaft when I took the
old one off.right now the bearing is flush with the shaft and I
have a gap of 3/16 of an inch between the washer and bearing
 
Leaving 3/16 movement for the bearing to work it's way in?? Won't that cause end play in the shaft??
 
That's what I need to know? Of course once the row of gears are installed you can adjust the end play with the shims. It's just not knowing if I should have that much of a gap. Once all the gears are in place they will push against the thrust washer which will push against the bearing too.
 
If you set it up with no play you still need to adjust with shims but it wont loosen later because the bearing worked it's way in.
 
I can push the bearing in,does the thrust washer need to be able to spin or can it be snugged up to the bearing?
