John Deere H

Upon cleaning up the frame of my JD H, the inside steel says illand s-s usa. It is raised lettering on the inside of the angle steel and appears to be on both sides. Is this the steel manufacturer markings?

Yes, lots of times you will see Illinois or USS on the frame rails. The rails are ordinary angle iron and Deere probably bought it from commercial steel suppliers. I have found these markings on my tractors too.
 
Several years ago some one found the same thing on his H frame rails, and he thought that he had a super rare tractor till he was shown that its the same way on all of them, then he was offended that he couldn't pass off the tractor as rare.
 
Todd, as others have stated, that raised lettering is simply a mill mark.

Such mill marks were typically seen on hot-rolled structural members (such as the angles used as frame members for the model "H").

Today, very few mills, either domestic or foreign, use those mill marks. Instead, structural members are now affixed with adhesive labels indicating the mill, the heat number, member size, etc.

Not only do the labels contain more information than the old mill marks, but they probably save the mill some $$ as the rolls don't require the inscribed lettering that leaves the raised lettering on the product.
