brake problems on 1530 jd tractor

I have a 1530 John Deere tractor with brakes that will work fine if both petals are pressed at the same time, but if I push just one petal at a time it will go to bottom and does not do any braking. if I pump the petal real fast I may get the brake to work as long as I do not ease off any. if I ease off the petal a small bit it will go back to the bottom of the stroke. any ideas on what I need to replace.
 

There are some valves leaking in the brake valve housing.

That sounds like the equalizer valve, under plug #14,, remove the ball and spring (1 for each brake,left/right) clean the area the give spring #12 a bit of a "stretch' to give it more tension and put it back together,, you may need to add more fluid in the top of the valve,under the floor board, or let it run a bit, to let it refill naturally, this is slow, and steady, then re-bleed the brakes, and see what happens..
 
on the brake housing where the pedal makes contactwith the housing there are 2 adjusting bolts with lock nuts--the brake pedal that depresses to the bottom you need to loosen lock nut and turn adjusting bolt out on opposite pedal you will have to play with this adjustment to get it right
