After cleaning and replacing the the 2 idle needles there is leaking around each needle? Are there gaskets or o-rings around each idle needle?
 
No o-rings or gaskets.
It's possible you have the idle mixture adjusted too rich, causes them to drip after stopping engine. Usual adjustment is 3/4 to 1 turn out. Adjustment is sensitive.
Also, prolonged idling can cause dripping.
 
take the idle screws out and wrap a little teflon tape on the threads they wont leak then been there done that many times.

Do you ever add anything to the gaskets when attaching carb to the tractor?
 
there are a lot of little tricks to deal with leaks on these carbs as a lot of times bowl gaskets dont seal good sometimes we wipe i thin coat of clear silicone around the outside of the bowl after we bolt bowl to carb where the bowl fits also we use red tank sealer on the bottom nut when we screw bowl on let it dry a dry a or so also works where the load screw fits in bottom nut etc there are alot of knowledgeable people that contribute to this site and they may have other good ideas these are some things we have done. thank you
