720 lp clutch problems

I have a 720 lp that has some clutch issues. I just bought it from a guy who did not know much about the tractor other than it was green. The clutch brake was so tight it was rubbing the pulley to the point of getting hot. I got the tractor home and loosened the brake bolt but then proceeded to engage clutch and it would not go forward enough to lock in. Then I tried to disengage and it went way too far back past the point of where it should have stopped. Could this adjustment issue or could the clutch dogs have poped out of place? What should I try to do first?
 

You really should have the manual, to see and understand what the adjustments should be...

I am not sure about the 720, but I do know the 630 has 2 adjustable bolts to limit the travel (under covers, top and bottom of the pulley) and 2 different set-ups to adjust the pulley Brake..one being done with shims..
