I have seen this problem several times, It can be one of a couple things. It makes you think there is resistance in the steering "Brick" or valve under the hood but that is rarely the reason, and a good thing to, they are Pricey. The little filter is rarely the problem ether,, but the check valve in the metering pump at the base of the steering wheel is a lot of times the problem, as it can let too much low pressure oil back past from the charge circuit to enter the pump. If you decide to change this out take the extra time and labor to "up Grade" the fittings and do away with the push on lines that use a clamp to hold them on with the stuff from a 40 series unit. You will be changing the 2 hoses and the 4 fittings to change them to JIC connectors, a much better set up, make sure that you pay attention to where the check valve fitting needs to be. I will try to show you more about this after while, it is an up grade that will also do away with pesty leaks under the dash..and possibly fix your problem. The steer motor can also be suspect.

This did not transfer well you will need 2 R55243 shim/Gaskets
4 R28776 o-rings

Yep that's what I was trying to get on there,,seemed like every time I would set the image it took over the entire screen,,Darn it,,I am having a bit of trouble with my Mozilla program,,waiting on my "Geek" to make a house call...Changing these over helps a lot with those darn push on hoses and the check valve is a lot of times the reason for hard steer, I haven't found a real good way to prove these yet, but I am working on a way to bench test the metering pump on my stand...

Could I have air in the lines since I had several lines disconnected? I can cycle the steering wheel several times and the PS works for a while. Thanks for your help. Roy

No, air in the lines has a way of purging it's self out,,I'm still leaning to the check valve in the steering metering pump. You will need to disassemble it to remove the valve fittings, and it's not as bad as it seems...
