What else could make a clutch not release?

This is on a late B.

I've rebuilt the front end of the clutch - plates, driven and driving disk, and release springs. Nothing is catching or dragging in the outer section - parts all look great.

I removed the fork cover, and that looks clean and undamaged, but I don't know anything about the workings inside the fork cover, the dogs, etc. Can anything in there cause the clutch to not release?
 
I have the JD and IT manuals. Everything is adjusted, many times over, and the problem remains, even with new clutch disks, facings, and springs. Some has to be wrong on the "back" end of the clutch.
 
Try a used disk behind the driver. Often the driver goes
onto the crank too far due to wear, pinching the disk thats
behind it. If thats not enough you'll have to remove 30-40&
thousandths from back side of the driver. Easy in any old
turning Lathe.
 
The operating sleeve has a alignment pin. Perhaps the hole is elongated, a common problem, and the dogs are hanging up causing your problem. Time to remove the wheel so you can remove the pulley
