37 B, rear 3 point wont go up and down

Hi,
I have a 1937 model B, John Deere, that has a 3 point hitch. The 3 point will not go up and down. Anyone know how to fix that? thank you, J.D.
 
I meant to say that I am from Gatesville, TX, (150 SW of Dallas) so hopefully someone within around 400-500 miles of there- otherwise it would be difficult to bring the tractor.

However, if you are from farther than 500 miles still post or email, let me know what you can do- in the next year I should have more time to take longer trips.
 
The PTO lever by your right foot needs to be engaged, also the clutch. The pto shaft needs to turn. It also needs oil in the powerlift through the large cap at the top of the valve body. If the rockshaft(3-point) is up, it won't come down unless it has weight on it. You can rotate the square shaft with a large pipe wrench or other large wrench to get it down and test it.
