4020 hydraulic

Need some help with a 4020. Owner installed a new transmission pump with restauration but there is no flow. I installed a flow meter in the oil line to the main pump and it gives max 4,5 liter. When running without transmission cover there is a lot of lube oil. Strange thing is it gives about 15 liters at the scv"s and the hitch works also a bit.
Some ideas?

Charge pump flow should be at least 20 liters per minute. Do you have a service manual as the correct specs are in there plus the tests to troubleshoot? If the pump is new there must be a problem with it getting enough oil. The suction line might not be hooked up correctly as one possibility. As far as getting more oil out of the SCV the front pump is designed to pump at least 40 to 60 liters per minute in short bursts and uses the reservoir up front to provide enough oil.
