630 pto won't shut off

I have a 630. When the pto pedal is in the locked position, the pto still turns. I took the linkage arm off to manually work the lever. Still will not stop. Is there an internal brake that could be worn out? Thanks for any help.
 
Yes it could be the brake is worn out. Could be a lot of things. It also might just need adjustment. Adjustment of the PTO brake however is actually accomplished by adjusting the PTO clutch.

The clutch pack operation and the brake operation are inseparably inter related in there.

I'd first check and adjust the PTO clutch.
 
The adjustment for the clutches is behind a cover on the right side. The 3 point arm needs to come off to get to it. The service manual tells which way to turn the slots.
Check your PTO fluid to see if it has gear lube in it. If it does, your clutches and and brake are shot.
