Starter/wiring on 40s

The first of many dumb questions..
I"ve managed to get all my connections loose and sanded. I have 12 volts at the battery and the positive cable shows 12 volts at the starter and not even a click or hum. There is 1 green wire that was hanging down from the rest of the wiring hanging down toward starter that has a plug on it, but I don"t see anything it should plug to? Any ideas?
The only type of wiring going to the starter is the positive cable direct to battery. Is this right? I"d like to make sure I"m wired up right before I take the starter to get tested.
My dash light lights up now! lol 1 small step.

In addition to the battery cable, there is a wire attached to the switch post which feeds the instrument panel.

If the starter frame has a good ground to the tractor frame and you have 12 volts to the starter, then you must have a bad switch. They do go bad. You can check that right on the tractor.
