4640 runs just will not shift in any gears with out dieing

I am looking at an 4640 with a powershift trans. only problem is the tractor runs until you try to shift the tractor our of park. Has any one had this trouble? The valve body on the side of the trans has been redone.
 

Does engine idle at 800 rpms? If so will engine continue running with clutch pedal depressed while trans is in gear? If not it sounds as if trans is shifting into 2 speeds at the same time or differentioal is locked.
 
BAtteries were dead when I tried to start it. I am
going back this weekend to start it and test for my
self. I assume from the way the seller told it. that
the engine does idle but either pulls down and dies
when clutch is all the way out.
 
What is your recommendation? I have looked around on the net on pricing for rebuild shift packs and I really don't want to spend 7000 in parts. I have never worked on a power shift trans I have syncro and quads. I've tried to stay away from the ps. If it is the park lock will a person be able to pull the tractor? When the guy bought it he had to be able to load it and unload it?
 
I would never recommend buying a Power shift tractor that is in need of repairs,, they can have some expensive surprises hidden inside..

I did forget the park lock as a possibly of being the problem from the cable being stuck
