4020 PS PTO brake parts ?

Neighbor that owns the 4020 PS that I have in pieces is coming over Monday night to survey the PTO situation -he is worried about the cost of repair to the PTO that does not stop - I have the valves removed from the left side and the clutch pack assembly out and sitting on the bench.
I want to continue splitting the tractor and replacing the brake -hopefully it has not spun in the casting when I get there
I checked on the parts at break on Friday -the new brake assembly subs up and you need to order the idler gear as well for close to $700? Is this correct or did I read wrong?
It is crazy at this point to stop the repair, but I don't own the tractor and these guys are afraid to spend money -from here on possibly a few gaskets, the roll pins, clutch disc,brake assembly and the repair is done.
My worry is that with a powerful rebuilt engine, and a non stopping PTO, somebody will get hurt, but I can hear already what he will say -"pto hasn't stopped for years, don't need it stopped now" - they said they did want the pto fixed, but before the rebuilt engine cost $5000.
The worst is if they did want it put back together without repair, then in 6 months change their mind and want it fixed---
Any thoughts?
 
I'm not sure about your parts issue with out the serial#. But "YES" fix the brake, I got tangled in a PTO that would not stop on a Darn Ford 4000 Select-O-shift a couple of years ago, neighbor brought it over to borrow my cat2 blade and didn't have the right balls in the hitch,,I stepped up past the PTO (not realizing it was spinning) to look into the tool box, It got hold of my right pant leg and started winding me up, I gave a strong yank and walked out of my blue jeans,,just lucky I didn't have my CarHarts on..
