help with 4010

I have a 63 4010 that has a couple issues. I think it has sat a few years. Starts and drives great. My main concern is that it wont steer to the right. left is fine. You can try to turn wheel to right but wheel wont move but tires SLOWLY move right. go left again its fine and right again its fine to the point that it stopped moving slowly the previous turn..HELP!! Also weeping water out of weep holes of the block..run it until water is in the oil?? Next the fuel shut off knob pulls very hard ( just lube?) Also the 3 point lever on the dash will not move at all? heard it could be froze with water in cable but has a cab on it?? Thanks in advance guys!!
 

Good luck on the 3 pt control cable as floorboard will need to be removed.

On yours does it steer well left and right after the front wheels cycle fully?? If not I would say that the steer valve needs re-sealed and re-calibrated, the stop cable has a better chance of being loosened up than the 3pt cable will. Pull the cables out spray your best penetrating oil on them then flex and bend them in different directions, as you spay them off and on, give them a little soak time in a pan of kerosene or the like, then repeat the process, once the stop cable will pull out of the housing give it a sanding with fine sand paper and lube it up as you go back together, the 3pt cable will not come clear out but once and if it comes loose hold it in a vise and work it in and out letting light oil absorb into the housing.
 
Yes it steers fine to the left and after you finally get it to go right ( pressure on steering wheel, wheel not moving, but tires slowly moving right) then it seems to steer ok at least until it sits again. Just got tractor home and havent checked any fluids except motor oil. Thanks
