4020 rear wheel

I have some wobble on my rear wheels, one can see i high gear not rotating straight. Tires are radial with age and have fluid in them. Where does one start on something like this? Would the dealer do the best job?
And where does one find replacement rims?

Jack up tractor and loosen the bolts on the outside that hold the wedges tight then re-tighten in an alternating sequence while turning wheel with a block of wood on the ground/floor as a guide. BTDT many times

as Jim says. when properly adjusted, you will have about the same amount of threads showing past the nut on each bolt.
